Hon. Colonial Secretary,
Ba Opium.
I have to report the seizure last night of 7,250 taels of prepared Macao opium on the Jardine Steamer 8.5. "Kem Seng". This steamer on a voyage from Amoy to Manila went ashore in North Luzon, and her bunkers were flooded. She arrived in dock yesterday, information was received and the opium was found in ganny baga and kit bags ready for removal. It was packed in various size tine bearing the Macao trade-mark, these were enclosed in cancase cloth, and some in sealed tins. Most of the packages had been in the coal from their appearance.
2.
This ship which is on the regular run from Amoy
to Manila has been caught smuggling before at Manila fairly recently.
3. The cost price of this opium in Macao would be $79,750 and the expenses of packing and shipping to Amoy, bribery etc., would bring the first cost up to $100,000.
(sd.) J. D. Lloyd,
Superintendent of Import and
Exports.
